I know this is a really old post, but I thought this was a great idea! I did a search and learned how to harvest plastic bags into "yarn" to use for making baskets, etc. What an AWESOME idea!
I've made rugs for outside decks with doily patterns, LOL. It just comes out...bigger, LOL.
I've seen people make the hats for wall decorations with them, holiday patterns are neat, because they can be put outside and are nearly indestructable.
You do need a lot of bags though, but works up quickly, and that is a plus.
Considering the supplies are free, I'd say it's worth trying at least once.

how was it made?
I would imagine crocheting one would be pretty easy, and it'd be durable too. Any crochet pattern would work.

...for crocheting floor rugs out of plastic bags. But I don't crochet, so I bet I flung it.
